From the national to the local level, a major shift in roadway management has taken place. With ever-tightening budgets, rising material and construction costs and frequent supply volatility, pavement preservation has emerged as a best practice to reduce road construction, reconstruction and rehabilitation costs. Today, pavement preservation strategies are supported by agencies such as the FHWA, FAA and state DOTs as well as other organizations including AASHTO.
“Worst first,” paving’s most expensive strategy, is no longer sustainable. By addressing pavement deterioration before the onset of serious damage, pavement preservation extends service life and defers
more expensive remedies.
The life cycle cost benefits of pavement preservation bear this out. Industry consensus finds that every dollar invested in pavement preservation yields six to ten times that value in extended service life. With the right treatment for the right pavement at the right time, pavement preservation minimizes traffic disruption, restores surface quality and optimizes pavement performance at the lowest possible cost.
Pavement preservation features three components: preventive maintenance, minor (non-structural) rehabilitation and routine maintenance.
